Speed limiter fitted or Limp Mode

I am trying to sort out a 2013 1.5 Fiesta diesel van. It accelerates well and drives perfectly up to 75 MPH. It will not go above 75 MPH though can achieve that speed in 4th or 5th gear (not tried 3rd).
This feels to me more like it has a speed limiter fitted or programmed into the ECM than going into limp mode. 75 MPH seems too fast for limp mode and presumably the revs are going higher in 4th gear than 5th and I think limp mode actually limts the RPM.
It does have 2 stored DTC codes P2599 and P0299 - these may be old codes, I haven't tried to clear them yet with my cheap ODB2 reader.
I have filled it with Shell Advanced Diesel and Wynns Turbo cleaner just as a start.
Any ideas before I sacrifice my credit card at the local Ford garage ?
Where are the good turbo specialists near me within in Redhill ?

This is mostly an American forum. We don't have the diesels here.

Do you use a "Smart key"?

It's the keyfob. If you got the Original but not a spare - then you may have a Smart key pre-set that limits speeds, not the RPM.

You will need to get another keyfob to make the one you have, get over-ridden and then you can reset and initalize the vehicle for the two smart keys and then you pick which will "master" and other "slave" - you can then train or set parameters to the other keyfob. Think parental discretion here, when you have one keyfob set to limit speeds, the other then overrides when you use your keyfob, the other spare key can programmed to have limited controls enabled on it to prevent or protect the user that uses that keyfob.

I didn't even think of that. If it was a commercial vehicle before 0779mike bought it, that would explain it. Many commercial vehicles are speed limited.

My Fiesta has the "My Key" acces-sorry (Pun intended) so one have to be careful what gets set and what doesn't.

So check the console (your display )scroll thru and see if "My Key" is available - else due to Region, the dealer may have set or governed the speed for the country it operated in..

Else a trip to the Dealer is in order...
